Italy’s Africa plan gains further momentum
Last week’s Italy–Africa Summit is another step in strengthening Ethiopia’s investment outlook.
By Leon Louw for the WhyAfrica magazine.
According to the Italian government more than 100 projects valued at between €1.3 billion and €1.4 billion across Africa are underway under Italy’s Mattei Plan.
This includes mega projects in energy, infrastructure, agriculture, healthcare, climate action and education.
The Mattei Plan for Africa has been a central theme during Giorgia Meloni’s tenure as Italian Prime Minister.
The Mattei Plan aims to build equal partnerships with African countries and to promote sustainable growth while strengthening Europe-Africa economic and geopolitical ties.
Meloni’s visit to Ethiopia
Meloni visited Ethiopia last week where she co-hosted the Italy-Africa Summit in Addis Ababa with Ethiopian Prime Minister Abiy Ahmed alongside the African Union Summit.
It was the first Italy-Africa Summit held in Africa and marks a significant milestone in Italy’s Africa strategy.
The event is another major step in strengthening Ethiopia’s investment outlook and access to European capital.
Mining benefits from Italian investment
During the three-day summit, Meloni announced new debt-suspension and debt-to-investment mechanisms, allowing African states to pause repayments during climate shocks and convert debt into development investments.
While no individual mining projects were announced, the emphasis on infrastructure and power development directly benefits Ethiopia’s mining sector by reducing logistical and energy constraints.
Major Italian corporates including Eni, Enel, Leonardo, Fincantieri and Telecom Italia are expected to play central roles in project development across the continent.
Their involvement significantly de-risks project execution and financing structures.
Ethiopia’s geopolitical positioning boosted
The summit gave Ethiopia’s standing as an investment destination in Africa a substantial boost and elevates its geopolitical positioning.
Ethiopia is a high-potential frontier market offering a myriad of opportunities in the renewable energy sector, agri-industrial value chains, transport infrastructure, water systems and mining-linked logistics.
Ethiopia is transitioning into a priority East African growth market, supported by strong European political and financial alignment.
